Could you try to install SLE15-SP2 at first (make things working), then upgrade
the kernel package to the latest SLE15-SP3, and verify whether it shows the
problem?  This will make sure that the problem is in SLE15-SP3 kernel and it
still persists.

After confirming that, please check the test kernel in comment 9.
