I did a fresh Tumbleweed installation today (the latest snapshot finally contains the fixed libzypp mentioned in Bug#945039), selected "German" at the installer's boot menu, and all necessary translation package were installed automatically, including kde-l10n-de. And yes, dolphin was translated too (and all other things that are untranslated in the attached screenshot)... So I suppose this can be closed?
