Another comparison. TW is still choppier, especially seeing it live
side-by-side, while Leap 15.0 is completely smooth. Tested with the same
methodology as before: 1920x1080, Wayland, balance_performance preference and
the 4 roughly similar windows open.

mozjs52 never had --enable-debug, and the original problem arrived with the new
GNOME version that used mozjs52. The removal of mozjs60 debug option (a good
catch!) improved things again, but not completely.

I checked out the whole b.o.o GNOME:Factory and did not find anything else
defining --enable-debug, or anything suspicious in the .spec files with a
"debug" grep.

Nowadays it seems finally possible to get smooth animations with this
methodology on TW using the 'performance' preference, which eats battery a lot
(tested) so I'm only using it for CPU_HWP_ON_AC in /etc/default/tlp. On Leap 15
there is no noticeable change between the battery preserving
balance_performance and performance preferences in this test case, as it's
already completely smooth on the lower setting.
