yes, because then display-manager is not used - same as on a text-only install.
plymouth-quit won't conflict and thus be used on those machines

Not sure - as the DM's handle the quit of plymouth on their own, there likely
will be a race if plymouth-quit AND the DMs try to quit plymouth...
