Intel UHD 620 on n i7-8550u. I disabled all spectre patches in 4.19.2 and it's better but still sluggish. Whatever the real problem is it was worsened by these patches. Seeing as fedora has the patches and no issues, there is something else that is broken. Someone suggested the config is to blame or an old suse patch.
