The web-based VNC access does not work when session management (vncmanager) is enabled. It works with regular Xvnc without session management. This is because the xvnc-novnc.service requires xvnc.socket, which can not (and should not) active when vncmanager.service is in use. The xvnc-novnc.service should require one of the xvnc.socket OR vncmanager.service. This is also issue on SLE15 and Tumbleweed.
