For Skylake the modeset driver is used. Since the Intel driver has no 2D support (which is not overly relevant for a 3D desktop anyway) it does not provide a considerable advantage and there are issues with the Intel driver especially for later hardware. If you check the Xserver log you can find out what driver is used. lshw is not too useful here as it will just show you the kernel driver if at all. The 50-device.conf file is all commented out, it should be obvious which comments need to be removed. The driver name should be 'intel' since 'modesetting' should be the default.
