If during the installation I select to install the package xmlcharent, I
found this error in /var/log/zypp/history:

This bug report is only about the error line:
/usr/bin/xml-group-manager: line 203: getopt: command not found

The problem is that xmlcharent is installed before util-linux and at that time
the binariy getopt is not available yet.

A possible fix is to add this line in xmlcharent.spec:

PreReq:         util-linux
