The module is provided in xtables-addons-kmp-default package which is built
in openSUSE:Leap:15.1 and can be downloaded with osc getbinaries but for
some reason it doesn't seem to be available in Leap 15.1 repositories.

Adding Jan, the xtables-addons maintainer, he may know more.
