I ran into this, too.
Indeed, on opensuse 13.2 sshd is not linked against libwrap, so
/etc/hosts.allow and /etc/hosts.deny are not functional for ssh access control.
Why is this intended?

It would be nice if anyone could recommend a wookaround? (Apart from setting up
a firewall in iptables.)
