I just verified how GNOME 3.36 behaves in this.
Created a test message in EVO, HTML formatted, intentionally copy/pasted some
chinese chars into the mail, so this is clearly an UTF based mail.
The mail arrived like this:

It's correctly sent quoted-printable UTF-8. I'd say this was fixed (even though
we missed the bug report)
