I just verified how GNOME 3.36 behaves in this. Created a test message in EVO, HTML formatted, intentionally copy/pasted some chinese chars into the mail, so this is clearly an UTF based mail. The mail arrived like this: X-Evolution-Source: 1449642617.6108.2@zeus.leuenberger.net --=-IIniKppPsxHjCjQDsDjZ Content-Type: text/plain; charset="UTF-8" Content-Transfer-Encoding: 8bit Diesmal mit ein paar Sonderzeichen: ������ und noch etwas Chinesisches: ������ --=-IIniKppPsxHjCjQDsDjZ Content-Type: text/html; charset="utf-8" Content-Transfer-Encoding: quoted-printable <html dir=3D"ltr"><head></head><body style=3D"text-align:left; direction:lt= r;"><div>Diesmal mit ein paar Sonderzeichen:</div><div><br></div><div>=C3= =A4=C3=B6=C3=BC</div><div><br></div><div>und noch etwas Chinesisches: =E5= =86=85=E5=AE=B9</div></body></html> --=-IIniKppPsxHjCjQDsDjZ-- It's correctly sent quoted-printable UTF-8. I'd say this was fixed (even though we missed the bug report)
