Comment # 5 on bug 982303 from Franck Bui

I initially thought that it was a duplicate of boo#982211 but it isn't: this
time the error is triggered when upgrading a package which was shipping no sysv
init scripts nor unit files (at the time --save was called) but the new version
start shipping unit files.

At least this is what's happening when upgrading PackageKit (comment #4).

I've pushed a fix for this case for TW and SP2.
