There is big problem with this. What is base to start off delting. With release
it is quite easy, but with moving target not so much.

Anyway I would recommend making deltas available for openSUSE Tumbleweed and
from there we can tweak it up for other repos. Just start discussion on
-factory ml about this and see where it goes.
