When entering help:systemsettings in konqueror the English documentation is shown, although the language setting is nl_NL. Apparently this Dutch documentation should be in /usr/share/doc/HTML/nl/systemsettings/, instead it is in /usr/share/doc-bundle/HTML/nl/systemsettings/ and comes from the package bundle-lang-kde-nl. One would expect the docbook in English to be in /usr/share/doc-bundle/HTML/en/ however it is in /usr/share/doc/HTML/en/ and comes with the package systemsettings5. In my view the package bundle-lang-kde-nl should put the files in /usr/share/doc/ and not in /usr/share/doc-bundle/. Apparently for Dutch both folders contain different versions for kioslave5 and kcontrol5. Anyhow putting systemsettings with a link in ../doc/... gives the Dutch version of the documentation after entering help:systemsettings in the text files one gets after <Alt><F2>.
