After the upgrade  to leap 15.0 [ from leal 42.3 ] , at boot time I got
messages that logrotate.service failed 
[  journalctl output for logrotate provided below ] 

Issues :  
1. I can not find any mod_gearman or  'gearman' packages on the
opensuse-leap15.0 distribution/update repos .

2.  Is there any official repo that provides/generates the "mod_gearman" config
file the logrotate.service is compleining ? 

3.  How could I fix the /var/log/squidGuard/squidGuard.log  permissions ?  What
config file ?

3. Some web pages discuss of running logrotate via cron_daily . 
   I cheched /etc/cron*  directories and I did not find anything to relate to 
logrotate.

Could you please give me a hint on how could I solve these issues ?

permissions (It's world writable or writable by group which is not "root") Set
"su" directive in config file to tell logrotate which user/group should be used
for rotation.
