In case it helps:
Bug#1130654 was apparently caused by the same underlying problem (systemd
trying to mount the encrypted /home partition again on login which failed).
The reporter was able to "fix" it by removing the "nofail" option from the
fstab entry, i.e. mounting with "defaults".

So the problem might be triggered by the "nofail" mount option.
