FATE#326451 requested, that needs-restarting should tell the user after transactional-update, if a reboot is necessary or not. This doesn't seem to work, neither for updating packages or any of the other options: E.g. "transactional-update intird", "needs-restarting -r" says, that no core libraries are updated and no reboot are necessary.
