Because the requirements are different.
CONFIG_SCSI=y is set on openSUSE kernels *just* for a faster boot in many years ago. Then we kept the config as is. Meanwhile SLE didn't care the faster boot so much but rather be conservative, thus it's kept as module.
Sorry but I really don't see the point in making SLE different then. If the faster boot on TW is the only reason then I'm puzzled. Why would we want to keep a slower boot on SLE if there's no technical reason to do so ?
