There is a dependency cycle between golang-org-x-tools and golang-org-x-text in
devel:languages:go, which prevented this packages to be accepted into
Factory/Tumbleweed. The error is:

Thomas proposed to split one of the affected packages (x-text) into two or more
subpackages to break the cycle. This solution looks like a good idea to me.
