I personally am using an Intel i7 6700T, and I have not noticed any slowdowns in my use of Tumbleweed. I am using Lumina as my DE (not in the official repositories), but if this were a kernel problem, I would think it would happen pretty much anywhere. I've got 4 Electron apps, Falkon, mpv playing a Twitch stream, a terminal, and some stuff sitting in my tray, but Tumbleweed feels just as fast to me as it has since the mitigations for spectre and such were implemented. I did notice *some* slowdown when that happened, but nothing major... mostly just with package management. I don't use GNOME myself, so I cannot comment on how well that runs, but the other users who have experienced GNOME being sluggish on Tumbleweed have had zero complaints about other DEs not being up to par. One of them just recently switched from Arch. I would think sluggish performance would have been something they noticed right away if it affected all DEs and not just when they decided to install GNOME to try it out after the other user was complaing about how slow it was.
