Could you try to remove a line starting with "X-GNOME-Autostart-Phase=" from
/etc/xdg/autostart/ibus-autostart.desktop ?

I'm not sure systemd-xdg-autostart-generator is used on the current Tumbleweed,
but it seems to ignore such desktop files.
