I've just recently noticed the same on my installation of Tumbleweed.

I've rebooted, force reinstalled haveged and rebooted again.

sudo zypper -vvv ps

Reboot is probably not necessary.

Note: I just restarted the service as the log was automatically rotated just
after reboot and the status info said it may be incomplete.
