Anyway I didn't check the files results from the old->new. You can try to download the testing package from: https://build.opensuse.org/package/binaries/network/rsync?repository=openSUSE_Tumbleweed If the version is higher than rsync-3.1.2-89.1.x86_64.rpm it should contain the fix.
