The first thing to check is the signal strength of the AP using either "iw" or
"iwlist". The reason is that some machines are being provided with a single
antenna and an EEPROM coding for the wrong antenna. I do not think this is your
problem, but we still need to check.

If your signal strengths are -40 dBm or higher, then another potential problem
is power-saving mode. I do not mean suspend and resume, but the communication
between AP and station that lets the latter power down its radio when not
needed. With the RTL8723BE, this function seems to have some problems. To test,
please create a text file /etc/modprobe.d/50-rtl8723be.conf with a single line
that says "options rtl8723be ips=0 fwlps=0".
