The 'fresh' user does not really make a difference, but it gave me some ideas to further troubleshoot the problem. With a fresh user, I still got the first error message, but at least the first start wizard worked and I was able to create a new keyring. I then disabled gnome-keyring-daemon and after a re-login, gpa no longer displays the first error message but correctly lists keys. Obviously there is an incompatibility with gnome-key-ring daemon. Unfortunately searching keyservers still does not work, the second error message remains.
