Indeed. The check fails, but just spits out a warnning.

Ok. Apparently localectl set-keymap can only create a mapping for KEYMAP. Not
sure why it then writes a KEYMAP_TOGGLE at all. Anyway, I will no longer use
$KEYMAP_TOGGLE then.
