There are currently no plans to update Mesa in Leap 42.3 from 17.0.5 to 17.0.7. But I wouldn't rule out this could be done, since there should be only fixes in the 87 changes between these stable releases. Hopefully no regressions to be expected. I can provide a test build for you.
