It looks like sdbootutil doesn’t actually use the settings in
/etc/sysconfig/bootloader, so changing LOADER_TYPE= doesn't do anything on a
system managed by sdbootutil.

To get around this, removing the file
/boot/efi/EFI/opensuse/installed_by_sdbootutil seems to be the only solution,
especially since sdbootutil would take over managing grub2 if it finds it.

What I don’t get is why during a package update, the /etc/sysconfig/bootloader
settings aren’t used to decide which boot stack to use. sdbootutil shouldn't be
in charge if LOADER_TYPE is set to grub2-efi. But I'm not totally sure, since
suse-module-tools might be doing something different.
