y2logs written early (before acknowledging license?) with TW

This applies to both 20180214 and 20180215 TW and Leap 15.0 Build 129.1. I
tried once with 15.0, >4 times with TW. It only happens (so far) on Intel e7600
(2 core 3.06Mhz) G31 host big31 (not reproducible on e6700 2 core 2.67MHz host
Q965 gx745).

To reproduce:
1-load installation kernel and initrd with Grub:

kernel (hd0,0)/boot/stw/linux
install=http://download.opensuse.org/tumbleweed/repo/oss hostname=big31
hostip=192.168.###.###/24 gateway=192.168.###.### nameserver=8.8.8.8
net.ifnames=0 kexec_reboot=0 ipv6.disable=1
initrd (hd0,0)/boot/stw/initrd

Actual results:
1-kernel and initrd load in less than a minute

Expected results:
1-kernel takes seconds to load
2-initrd takes ~10 minutes to load

Note: 13.1, 13.2, 4.21, 4.22, 4.23, TW, Fedora & Debian are installed and boot
normally. BIOS is set to enhanced (AHCI) mode.
