According to https://build.opensuse.org/package/show/openSUSE:Factory/kernel-default 5.14.11 got built, so maybe there was an issue updating the repo. I also tried to directly download the binary package from obs and got a 404 for https://download.opensuse.org/tumbleweed/repo/oss/x86_64/kernel-default-5.14.11-1.2.x86_64.rpm
