Well, actually I myself submitted an update for apper shortly before the 13.1 release, that among other things contained a fix for the applet to properly load the translations. See the changelog of the package in 13.1:Update: https://build.opensuse.org/package/view_file/openSUSE:13.1:Update/apper/apper.changes?expand=1 Setting the resolution to FIXED therefore... ;-)
