We actually have the manpages for "salt-cloud" but you must install
"salt-cloud" package first (which is not installed by default).

I've just tested in Leap 15.1 today and I got the man for "salt-cloud" after
installing the "salt-cloud" package.

I'm closing this as RESOLVED/WORKSFORME. Thanks!
