The second issue seems related to `zypper in grub2-arm64-efi` not installing
GRUB if /etc/sysconfig/bootloader is absent (or empty). I.e.,

zypper rm grub2
rm -rf /boot/grub2/
rm /etc/sysconfig/bootloader
zypper in grub2-arm64-efi
yast bootloader
