Well, subject and description say otherwise :-) It's just that the visible
effects of the inconsistency in the distribution are worked around.

>From my PoV the bug is not fixed as long as we have this inconsistency. So if
the decision to keep systemd.pc in the main package is set in stone I'll move
the bug to TW then.
