slurmctld runs under user slurm. This is configured via slurm.conf and not via
the service file.
I don't think that it is possible to run slurmd as slurm user, as this process
has to fork and then change the uid/gid to the user who started the simulation.
Also this process has to created and modify cgrules, which is also only
possible as root.
