In Tumbleweed and taking in account your described problem, predictable network interface names are used. So trying to apply udev rules and persistent configuration will not take effect. Then, for disabling the use of predictable network interface names, the option biosdevname=0 net.ifnames=0. See "A heads-up about network devices names" section in lizards entry we posted some time ago: https://lizards.opensuse.org/2017/08/24/yast-sprint-41/ I will close it as invalid, but feel free to reopen it if needed.
