As I could remove those RPMs without conflict (on a different host with the same problem), I assume the problem is not in the RPM packages' metadata (BTW: "ietnamese" should be "vietnamese" in comment #0). Also interesting is that after removal of the undesired packeages a Yast online update does NOT suggest to install those packages again (So I'm having trouble with creating a resolver test case).
