After some software updates (or just the random passing of time): - Telegram is no longer affected. Haven't seen the issue in Telegram in a few days across a few reboots - Kate still is. And now it persists across reboots. I have had the issue non-stop in the last few days and across several reboots Kate is now the only affected application that I know of.
