You could upgrade to Leap 15.2 first, which has an rpm capable of using zstd.

Alternatively, you first move to a Tumbleweed snapshot that has xz compressed
rpms with zstd support:

You could also boot from the Tumbleweed iso and choose "Upgrade"
https://openqa.opensuse.org/tests/1731249 shows, this even works when starting
at Leap 15.0

Apparently there are not that many Tumbleweed users that update their OS that
rarely, so IMHO, given the above workarounds, closing as WONTFIX seems the
best.
