The fillups from sysconfig are needed by netconfig, wicked, yast2, ... so not
installing sysconfig is not possible IMO. Also ifcfg.template is(?) needed by
yast2 AFAIR.
Removing the ifup dependency probably needs changes too as it was used as a
migration trigger from sysconfig / sysconfig-network ...
