With the migration to rpm-md only repositories and the usage of the new product converter/builder service in OBS, the skelcd information is moved from /CD1 to /usr/lib/skelcd/CD1 This change had been implemented in skelcd-control-openSUSE But: openSUSE Tumbleweed is not yet migrated to the new product builder (due to issues with OBS, the _multibuild feature and lost capabilities in context of staging projects) For this reason, openSUSE Tubleweed introduced a 'compat' marker in the project config, which, is set, should intstruct packages to keep the files in /CD1 instead of moving (the move normally happens with suse_version >= 1500, TW is 1550)
