I've found the problem - it was the samsung-tools package which was leftover on the laptop when I upgraded to 13.1 It had the line: dbus-send --system --print-reply=literal --dest='org.voria.SamsungTools.System' '/' org.voria.SamsungTools.System.RestoreDevicesLastStatus in a pm / sleep.d / 20_samsung-tools script which disabled the stuff.
