the gnu-efi package currently only builds for the architecture on which it was created, meaning there's no real installable component to build 32 bit efi applications on a 64 bit platform. There should be a -32bit component like there is for most other development libraries. I've done this in my own builds here and it seems to work: https://build.opensuse.org/package/show/home:jejb1:UEFI/gnu-efi
