If you share a wifi connection between users (e.g., root has created it and allows everyone to use this connection), KDE asks every time for the root password before reconnection. According to https://bugs.kde.org/show_bug.cgi?id=359842 this is a problem with the policy configuration, thus assigning it to KDE
