Thanks for the explanation, I am a bit getting on the track now.  

What about setting up env_block in grub2-mkconfig ? Since it is mostly useful
for grub.cfg which expected the path being /boot/grub2/grubenv, the
feature/functionality could be self-contained rather than relying on separate
grub2-install.

Please let me know if you have any concern for the idea ? Thanks.
