Just tested: Even if I disable saving NTP config and starting NTP as a service or even if I completely disable NTP during insatallation workflow the error about the nonexisting NTP occurs. Means the solution is: If user wants NTP in the installed system enabled (it's currently default) NTP should be installed. If not, yast should not try to enable NTP.
