That's not a bug.  It's a feature.

Well, maybe a misfeature, but still a feature.

The gpg2 developers have decided to exclude pgp2 keys because they use md5
hashes which are considered insufficiently secure.

There's a newer security key with ID 0x317CD502 which should import without
problems.
