Applications using VK_LAYER_KHRONOS_validation crash with terminate called after throwing an instance of 'vk::LayerNotPresentError' what(): vk::createInstance: ErrorLayerNotPresent even though all vulkan-devel and vulkan-validation layers packes are installed, and the layer json and so files are present in the filesystem
