I'm unable to reproduce this bug because I can't install and use kde3, I'm putting it down to libjack being too new for kdelibs3 and kdelibs3-arts. In my own time, I will see if I can find an old jack and an old libxine with arts support. If this doesn't work I will have to close this bug as "WONTFIX"
