I have tried to build against
https://build.opensuse.org/package/show/openSUSE:Factory/Mesa, using
https://build.opensuse.org/project/show/openSUSE:Factory as <path> at my home
repository.

Example of my problem, you can see
here:https://build.opensuse.org/package/binary/openSUSE:Factory/Mesa?arch=x86_64&filename=Mesa-libd3d-10.4.4-105.1.x86_64.rpm&repository=standard
This binary package *contains* this library, but does not *provide* it.
